For about two years people have been questioning why Nitro Mayor Rusty Casto hired former West Virginia Wants To Know President Tifney Terry to be his treasurer. Soon questions were brought up by town activist Karen Fritz about how Terry was keeping the books-and what she was being paid. Then there was the issue about her bond, which caused the Treasurer position to be vacated-for a few days. Now, people will be asking why Terry is living in Casto's house.
When PutnamLIVE.com broke the story about Terry's $20,000 in overtime checks paid last May, those checks had her address listed as 1110 W. 11th Street. So we ran a records check on that address. The owner of the house is Nitro Mayor Rusty Casto.
Terry has been living in the home since August of 2006 when she moved there so that her son could attend Nitro High School which is located across the street. He has since moved in with his grandparents and attends Riverside High School in Quincy.
Naturally, questions come to mind. Is it simply a business relationship? Or is there a personal relationship. Is it a conflict of interest? Is it ethical? We asked Casto about the arrangement.
"I'm just renting the house to her," says Casto. "Nothing more." When we asked Casto if he and Terry were having a "relationship," he said, "No!" and the line went dead. A call placed to Terry's cell phone seeking comment reached voice mail. PutnamLIVE.com left a message. Terry has not called back as of publication Tuesday night.
Wednesday, PutnamLIVE.com called Casto again to ask about Terry's rent. "That's none of your business," Casto snapped before the line went dead again. The question of whether her rent is at fair-market value has not been answered.
Resident Nitro critic Karen Fritz has this to say about Terry's living arrangement: "Couldn't this be a conflict of interest? How can you rent your house to someone and at the same time, have them work for you. Can an individual remain objective when it comes right down to it?"
