SEX OFFENDER PLEADS GUILTY
Failed To Update Registration Information

A sex offender who is required to register his job location for the                                    rest of his life admits                                   that he failed to do so.

According to West                                         Virginia State Police                                  TFC J.P. Murphy, Jr.,                                 James Edward Dowell,                                 Jr., failed to inform the                                   state police that he                                        was no longer                                           employed with Teays                              Valley Rental. That's a                            felony under West                                 Virginia Law for sex                               offenders.

Dowell plead guilty February 8th to the crime before Putnam Circuit Judge O.C. "Hobby" Spaulding. He was represented by Winfield attorney David Moye.

Putnam County Assistant Prosecutor Tom Kirk says under the plea agreement he will not make any sentencing recommendations to Spaulding. Dowell's sentencing hearing is scheduled for March 21st at 8:30 a.m. in Winfield.

Dowell, 47, lives in Charleston. He was convicted in 1995 of 1st Degree Sexual Abuse with a female family member between 13-17 years old. He served approximately 3 years in a correctional facility, according to the West Virginia State Police Sex Offender Registry.
