











When a registered sex-offender moves, or even changes
employment, he or she is
required to update that
information with the police.
Even if they are leaving the
James Edward Dowell, Jr.,
now faces a felony charge
because he quit his job in
Putnam County and failed
But when the Charleston resident quit that job, in March of 2006, he failed to notify police, according to TFC. J.P. Murphy, Jr. That technicality landed Dowell in jail again. And, according to Murphy, it is the second time Dowell has failed to properly register.
According to police records, in June of 1995, Dowell was convicted of 1st Degree Sexual Abuse against a 13-17-year-old female family member. He served 1-3 years in a correctional facility. Upon his release he was required to register as a sex offender in any county where he lives or works for the remainder of his life.
Dowell was arrested again on March 20th, 2007 by TFC Murphy at Dowell's Charleston home on George Street. He is charged with Failure to Provide Notice of Registration Change-2nd offense.
After Dowell's arrest he was transported to the Western Regional Jail and Correctional Facility in Barboursville where he was booked and photographed.
During a video hearing, Kanawha County Magistrate Carol Fouty set bond at $25,000. As of the morning of March 23rd, Dowell is still incarcerated.
No trial date has been set and no attorney is on record for Dowell's case.
